He only used his gun mode for infiltration purposes a handful of times in cartoon and comic both, and, generally speaking, at the time he acquired that mode (before the age of Dinobots, and Horrorcons etc), alt-mode combat wasn't that much of a thing robot mode was mostly warrior mode. It's reasonable to assume that a Transformer whose alt mode is a gun would have more firepower than a Transformer of equivalent power and stature that doesn't all his systems are dedicated to making that gun powerful, all his power is channelled into it. In universe, it's probably the logical unfortunate conclusion of a series of things that were good ideas at the time.
